My vivo 1801 Y71 phone has colored lines too but the touchscreen is still working, will the lcd of my phone should be replaced by a new one or can service center fix this?

REplace it with a new display assembly. Here is a video that shows you how to do that. The display is available at multiple online sources. Check for something that is close to where you are located.
