Chosen Solution
I have identified that there are 3 missing resistors on my logic board that I assume are part of the fan control circuit, Since the fan is running at full speed and reporting 0RPM. Looking at your picture it appears the solder pads where pulled off with the components - Ouch! This is going to need some serious TLC by someone to retrace the lines and patch in the missing components. It also appears the fan socket is also damaged. You’ll need to find someone with the needed microcircuitry skills to fix your logic board or you’ll need to replace it. Sorry ;-{
Late reply feb 22 2017 for others facing the same problem. I faced the same problem with a broken resistor as the author, I measured on a working A1347.
