I have an HP Spectre x360 13 4193nr Energy Star and I would like to flash and downgrade the BIOS
Here’s the HP article explaining what you will need to do: https://support.hp.com/us-en/document/c0… Check the section “Update the BIOS manually from a USB Flash drive (outside of Windows)”. You should be able to download the version you need from HP and sync the BIOS using the outlined process.
I generally found “Recovery USB from HP” from manufacturers very unstable. Would it be difficult for you to reinstall windows? You can download windows 10 from microsoft.com
