Chosen Solution
It appears that the video card in this computer has failed. There is a display, but it consists of vertical striped bars, no text can be displayed. Attached an external monitor the the VGA port - same garbage. I have worked on several PCs, but never a laptop. How do I access and replace the video card/controller?
you are right on your diagnose, its the graphics chip. this is a toshiba, you have to take the computer completly apart to manage acessing the chip. but to permenently solve this you have to do a reballing. a reballing is not a DIY repair. DO NOT do reflow!!!!! DO a reballing!
